Vineyard Power has been selected as the Community First Partner of Cape Light Compact, program administrator of the Mass Save program. Mass Save provides a range of rebates and incentives for Massachusetts residents looking to improve energy efficiency in their homes and businesses.

Energy efficient buildings start with good weather sealing, insulation, and modern energy systems. Follow these steps to improve energy efficiency in your home:

  • 1) No Cost Home Energy Assessment

    Sign up today for a Home Energy Assessment (HEA) at no cost and see how you can upgrade your building efficiencies. The HEA is the key to unlocking numerous rebates and incentives.

  • 2) Weatherize

    Your Home Energy Assessment will identify ways to air-seal and insulate your home at little or no cost to you.

  • 3) Install Heat Pumps

    Use your Home Energy Assessment to access rebates and incentives to purchase and install highly efficient heat pumps for heating, cooling, and hot water.

  • The Home Energy Assessment is a no cost service offered by the partners of Mass Save that recommends energy efficiency improvements for your home. A Home Energy Assessment is required to access many of the energy efficiency incentives available to residents in Massachusetts.

    During a Home Energy Assessment, an Energy Specialist will review your home energy systems and analyze each space for energy losses. You will then receive a custom report with recommendations to improve building efficiencies that includes information on applicable rebates.

  • Ensuring your home is air tight and properly insulated is essential in achieving high home efficiency. Once you’ve completed the Home Energy Assessment, your Energy Specialist will make recommendations on how to properly insulate your home and prevent energy leaks. The Cape Light Compact offers no-cost air leak sealing in drafty areas of your home and will provide the following rebates for insulation installation:

    1. Market Rate Incentive

    • Up to 75% rebate

    • Most residents eligible upon completion of Home Energy Assessment

    2. Year-round Renter Incentive

    • 100% rebate

    • Must be a Year Round Renter with electric account in tenant’s name and provide a lease or rental receipt

    3. Enhanced Residential Incentive

  • Heat pump technology enables individuals to heat and cool their homes efficiently using electricity that will become increasingly more renewable in years to come. Moving away from fossil fuel home heating appliances and adopting heat pump technology is imperative to reduce fossil fuel use on island. State energy efficiency programs offer the following incentives for heat pump heating and cooling solutions for your home:

    Air Source Heat Pump Incentives

    1. Market Rate Incentive

    • Whole home:

      • $3,000 per ton up to $10,000

    • Partial home: 

      • $1,250 per ton

      • $500 Weatherization bonus

      • $500 Full heating load bonus

    • Base Rebate (includes cooling only): 

      • $250 per ton

    2. Year-round Renter Incentive

    • Whole home:

      • 100% cost coverage through turnkey service

      • Up to $16,000 if not participating in the turnkey service

    • Partial home: 

      • Up to $16,000

    • Base Rebate (includes cooling only):

      • $250 per ton

    3. Enhanced Residential Incentive

    • Whole home:

      • 100% cost coverage through turnkey service

      • Up to $16,000 if not participating in the turnkey service

    • Partial home: 

      • Up to $16,000

    • Base Rebate (includes cooling only):

      • $250 per ton

    4. Income Eligible Incentive

    • Whole home:

    Equipment must supplement or replace oil, propane, or electric baseboard heat

  • Heat pump technology provides effective electric-based domestic hot water solutions that are 3x more efficient than propane or oil domestic hot water counterparts. The following rebates for heat pump water heaters are available to residential customers:

    1. Market Rate Incentive

    • $750 rebate

    2. Year-round Renter Incentive

    • 100% cost coverage through Turnkey service

    • $750 rebate if not participating in the Turnkey

    3. Enhanced Residential Incentive

    • 100% cost coverage through Turnkey service

    • $750 rebate if not participating in the Turnkey

    4. Income Eligible Incentive

    • 100% cost coverage through Turnkey service

  • Qualified Massachusetts customers can receive zero-interest financing through the HEAT Loan Program to make your home more energy-efficient year-round. The HEAT Loan can help you afford efficient upgrades, increase your home’s comfort, and boost the value of your home. HEAT Loan terms vary by customer’s household income, as shown below:

    • Below 135% SMI: Up to $25,000 at 0% interest over 7 years

    • 135% - 300% SMI: Up to $25,000 at 0% interest over 5 years

    • Above 300% SMI: Up to $25,000 at 0% interest over 3 years

  • Community Based Offer (CBO)

    Renters and moderate income residents of Oak Bluffs may be eligible for Cape Light Compact’s Community Based Offer (CBO). Through this offer, customers may qualify for 100% cost coverage for all recommended weatherization measures including insulation and air sealing, pre-weatherization barrier remedial work, purchase and installation of heat pumps, pre-electrification barrier remedial work, and for the purchase and installation of heat pump hot water heaters.

In addition to rebates and loans through Mass Save, there are numerous federal clean energy incentives given to US residents through the Inflation Reduction Act (IRA). Check the drop-downs below for more information on potential rebates and tax credits.

  • The Residential Energy Efficiency Tax Credit is a 30% tax credit on residential efficiency and electrification upgrades and installation. Total annual tax credit is capped at $1,200 per household per year excluding a $2,000 individual tax credit for heat pumps and heat pump water heaters. In total, annual tax credit savings could reach $3,200.

  • The Residential Clean Energy Tax Credit is a 30% tax credit for qualifying clean energy installations on residential homes.

    Eligible installations include:

    • Solar electric panels

    • Solar water heaters

    • Wind turbines

    • Geothermal heat pumps

    • Fuel cells

    • Battery storage technology

  • HEEHRA is a point-of-sale rebate program that covers 100% of electrification project costs for low-income households (up to $14,000) and 50% of costs for moderate-income households (up to $14,000).

    Qualified electrification projects include:

    • Heat Pump HVAC systems

    • Heat Pump water heaters

    • Electric stoves and cooktops

    • Heat Pump clothes dryers

    • Enabling measures such as upgrading circuit panels, insulation, air sealing, ventilation, and wiring.

  • The HOMES program offers point-of-sale rebates for energy saving retrofits that achieve a defined threshold of energy savings using a modeled or measured quantification approach.

Incentives for residents looking to renovate or build new structures with increased home efficiency are available.
